So the same teens are switching to Heroin? This is junk science! Meth use cannot be measured by the #'s arrests or lab discoveries...there are too many variables. The trafficking ebb & flow of various drugs is based on the suppliers - not the users...not some publically funded programs with billboards depicting rotten teeth.

Chandler police are not on the cutting edge of reverse stings or undercover operations...These kinds of stings have been going on since the early 1980's...and the hard lessons learned during those years - seems to have been missed by Chandler PD.
Chandler PD supervisors made the most basic and dangerous mistake in this case as they possibly could. They got in a hurry and they allowed the bad guys to call the shots.(when, where, how) They sent undercover officers into a house that belonged to the bad guys during a deal that was worth a quarter of million dollars! CPD had no idea if the bad guys actually had the money. We now - sadly know the bad guys had no intention of paying for the weed. All CPD had to do was make a couple smaller deals...in public places (home depot parking lots) say for $10 grand and see if these guys were legit. If they did not have $10k they surely did not have $250k! If they did not have the 250k - then it was firkin obvious they would pull some guns out eventually.
This case was about rush for cash, not keeping control of the events, allowing ego to get in front of reality and taking unnecessary risks that cost the life of Det.Ledesma.
