It refers to news reports that under a secret court order in April, the National Security Agency was collecting the telephone records of tens of millions of American customers of Verizon. P.S. That revelation was quickly topped.

The intriguingly nightmarish premise may well rustle up a decent opening weekend for a picture that comes with the imprimatur of producer Michael Bay before the lukewarm word of mouth hastens its trip to DVD and VOD.
