Gov. Janet Napolitano thinks it’s time for Arizona to recognize that not all marriages come with a state license. Scottsdale, Tempe and Phoenix already do by extending health insurance and other employee benefits, previously available only to legal spouses, to unmarried domestic partners.
Arizona taxpayers are going to spend at least $100,000 - if not more - to pay for a conference of governors that never occurred.
