Brewer said while other states also have financial problems, Arizona is unique because its Medicaid program historically offered coverage for more people and in a form different than the fee-for-service model used elsewhere.

That means doing what it takes to get better outcomes, better safety, better service at lower overall costs — a focus on value, not on volume.
