    A strange thing occurred as Gilbert Republican Bill Montgomery entered the final week of his bid to upset incumbent Democrat Terry Goddard in the race for state attorney general. On Monday, Montgomery agreed to pay the Citizens Clean Elections Commission $43,000 for a campaign TV ad recorded on Sept. 12, the day of this year’s primary.
