And it’s just plain common sense that there be a waiting period to allow local law-enforcement officials to conduct background checks on those who wish to purchase handguns.” That’s a quote from former President Ronald Reagan in 1991. In addition to supporting background checks on gun sales, President Reagan championed the original assault weapons ban and urged Congress to pass the Brady Act. As governor of California, he signed the Mulford Act, which prohibited the open carrying of firearms in public.
