Motorcycles would be exempted from emissions inspections like this under a state proposal that the U.S. Environmental Protection Agency said it is ready to accept. Phoenix is the only area in the nation that still requires motorcycle tests, officials said.

There's no practical reason to have to pay $27.50 to have someone hook a connector to a vehicle any more. I'm not talking about motorcycles, but any relatively new vehicle.
This is a prime example of politicians enacting laws that benefit the richcontributors to their campaigns..
