Ethical complaints filed against judges

The Maricopa County Sheriff's Office filed ethical complaints against two Superior Court judges Nov. 30.

The sheriff's office alleges judges Kenneth Fields and Barbara Rodriguez Mundell are biased against the sheriff's office and Maricopa County Attorney's Office.

Fields presided over the criminal case against county Supervisor Don Stapley, which was dismissed in September.

The complaint also alleges Mundell failed to acknowledge conflicts of interest in investigations involving a $342 million court tower that is under construction.

Keith Stott, executive director of the Commission on Judicial Conduct, said the commission has received the complaints.

He said complaints are reviewed at several levels and can be dismissed at any of them. A majority of the complaints are dismissed, Stott said.

He said the commission is busy with many complaints and will get to the ones filed by the sheriff's office in turn.
