Police say they approached Ritz on Monday after watching the teens interact with the men in the area of Priest and Broadway.
Authorities say Ritz told officers she met the 14-year-old through a mutual friend. They say Ritz had planned to take a portion of any money made by the younger girl.
Ritz was arrested and booked into the Tempe jail.
