This is an open question to readers and the staff of the EVT: Where did SRP get the $248,479 to "gift" to the City of Mesa?

It certainly wasn't out of their "generosity pocket", perhaps did the money originally come from SRP customers paying their Residential Energy Standard TARIFFS? That nice green surcharge on the monthly bill?

If so, then the check to Mesa was sort of an indirect tax collection to favor alternative energy.

Where is my rebate for all the "green" savings I've contributed to SRP? They already gave me a "free" smart meter and now SRP is raising their rates to pay for this "free" unit. I didn't turn on my A/C all summer and I'm not turning on my heat this winter due to my own financial constraints. Will I get a rebate like the city of Mesa did for not being a drain on SRP? No, rates are still going up because apparently we didn't make enough money for them. We conserve; SRP prices keep rising to replace the shortfall. Perhaps to "gift" the city of Mesa with $248,479? Just who are we kidding here?
