I don't see funding as an issue. I'll bet the people living in any school district will be willing to fund a security guard, as long as the money goes to the right place and is not mis-used.

I hope not just Mesa but all secondary schools practice lockdowns during passing periods, lunch, and before and after school.
I'm not sure that kind of practice takes place, but during those times of the day, the kids are most vulnerable.
