Texas Department of Public Safety officers on Friday arrested a man agents described as a violent sexual predator who was seen at a Chandler area truck stop last week.
Thomas Elkins was arrested in Abilene, Texas by DPS officers after he was seen as a passenger in a commercial tractor trailer on Friday, according to Matt Hershey, a spokesman for the Phoenix office of the U.S. Marshal’s Service.
Elkins, 58, had removed his electronic ankle monitoring device and absconded Oct. 5 from a halfway house in Houston, where he had been staying since his parole from a Texas Department of Corrections prison in March 2011, according to the U.S. Marshals Service, which was seeking the public’s assistance last week in locating him.
Elkins originally was sentenced to 20 years in prison following his 1991 arrest for kidnapping and raping a 16-year-old girl at a truck stop in Harris County, Texas, an offense he was convicted of, as well as for an aggravated sexual battery offense in Florida in 1990, according to the U.S. Marshals Service.
Elkins is a certified diesel mechanic and has worked as a commercial truck driver.
