Tempe has chosen an interim city manager to replace its retiring manager, Will Manley. The City Council on Thursday named Jeff Kulaga, the assistant city manager, to the post starting Sept. 1.
Manley retires Aug. 31, after 6 1/2 years as city manager. Kulaga is expected to hold the post until fall, when the council chooses a permanent replacement. Kulaga is not seeking the job on a permanent basis.
