    How does denying a permit prevent anyone from expressing themselves?

    Biffo makes an excellent point. I believe tattoos are a great form of self expression but do they really fall under the category of free speech? I have tattoos and I cover them at work with Ink Armor sleeves http://www.tat2x.com/ My boss says my ink intimidates our customers and I hate to admit it but sales are better at our retail store when my arms are covered. You have the right to express yourself but your employer doesn't have to listen and doesn't have to change their business plan so you can go to work with a topless mermaid on your arm...although that would be cool.
